Preheat the Oven
Preheat your oven to 350°F (175°C).

Mix the Base Ingredients
In a large bowl, combine the all-purpose flour, granulated sugar, baking powder, and salt. Mix well.

Prepare the Baking Dish
Grease a 9x13 inch baking dish and pour the batter into it, spreading evenly.

Prepare the Topping
In a separate bowl, mix together the brown sugar, cocoa powder, and chopped nuts. Sprinkle this mixture evenly over the batter in the baking dish.

Add Chocolate Chips
Sprinkle the chocolate chips over the top of the dish.

Pour Hot Milk
Carefully pour 1.5 cups of hot milk over the entire dish. Do not stir.

Bake the Dish
Place the baking dish in the preheated oven and bake for about 40-45 minutes, or until the top is set and the edges are golden.
Serving

Cool and Serve
Allow the dish to cool for about 10 minutes before serving. This can be served warm or at room temperature.
