Cooking Pasta

Boil Water
In a large pot, bring salted water to a boil.

Cook Pasta
Add the elbow macaroni and cook according to package instructions until al dente. Drain and set aside.
Making Cheese Sauce

Melt Butter
In a large saucepan over medium heat, melt 4 tablespoons of unsalted butter.

Make Roux
Whisk in 1 cup of all-purpose flour and cook for about 1 minute, stirring constantly to form a roux.

Add Milk
Gradually whisk in 4 cups of milk, ensuring there are no lumps. Continue to whisk until the mixture thickens (about 5-7 minutes).

Add Cheese and Seasonings
Remove the saucepan from heat and stir in the shredded cheddar cheese, Monterey Jack cheese, salt, black pepper, garlic powder, and onion powder until the cheese has melted and the sauce is smooth.

Combine Pasta and Sauce
Add the drained macaroni to the cheese sauce and stir until evenly coated.

Prepare Topping
In a small bowl, mix together 1 cup of breadcrumbs, 2 tablespoons of melted butter, and 1 cup of grated Parmesan cheese.

Assemble Dish
Preheat the oven to 350°F (175°C). Pour the mac and cheese mixture into a greased baking dish. Evenly sprinkle the breadcrumb mixture on top.

Bake in the preheated oven for 25-30 minutes, or until the top is golden brown and crispy.
