    Prepare the Batter

    In a mixing bowl, combine all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in cold sparkling water until the batter is smooth and has a thick consistency.

    Heat the Oil

    In a deep frying pan or a heavy pot, heat vegetable oil over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping a small amount of batter into it; if it sizzles and rises to the top, it's ready.

    Fry the Fish

    Dip each fish fillet into the batter, letting any excess drip off. Carefully place the battered fish into the hot oil, frying them in batches to avoid overcrowding the pan. Fry for 4-5 minutes until golden brown and cooked through. Remove and place on paper towels to drain excess oil.

    Prepare the Potatoes

    Peel the russet potatoes and cut them into thick strips. Rinse the potato strips in cold water to remove excess starch, then pat them dry with a kitchen towel.
