Preheat oven to 350°F (175°C). Grease two 8-inch round cake pans with butter or nonstick spray and lightly dust with 1 tablespoon flour; tap out excess.

In a large bowl, whisk together 2 cups all-purpose flour, 3 tablespoons unsweetened cocoa powder, 1 3/4 cups granulated sugar, 1 teaspoon baking powder, 1 teaspoon baking soda, and 1/2 teaspoon salt until evenly mixed.

Combine wet ingredients
In a separate bowl or large measuring cup, whisk together 2 large eggs, 1 cup whole milk, 1/2 cup vegetable oil, and 2 teaspoons vanilla extract until smooth.

Mix batter
Pour the wet mixture into the dry ingredients and stir with a spatula until mostly combined. Slowly add 1 cup hot strong coffee (or hot water) while stirring; the batter will be quite thin — that's normal and yields a moist cake. Scrape any dry streaks from the bottom and fold until uniform but do not overmix.

Fold in 8 ounces chopped bittersweet/semisweet chocolate and 2 tablespoons room-temperature butter so the pieces are evenly distributed. This creates pockets of melted chocolate throughout the cake.

Bake
Divide batter evenly between the two prepared pans (use a scale or eyeball). Bake in the preheated 350°F (175°C) oven for 28–34 minutes, or until a toothpick inserted near the center comes out with a few moist crumbs (not wet batter). Rotate pans halfway through baking for even color.

Allow cakes to cool in the pans on a wire rack for 10–15 minutes. Run a knife around the edges, invert onto racks, remove pans, and cool completely before frosting (about 1–1.5 hours). Cooling completely prevents ganache from sliding off.

Place 10 ounces finely chopped bittersweet chocolate in a heatproof bowl. In a small saucepan, bring 1 cup heavy cream just to a simmer (bubbles forming at the edge). Pour the hot cream over the chopped chocolate, let sit undisturbed for 1 minute, then whisk gently from the center outward until smooth and glossy. Whisk in 2 tablespoons soft unsalted butter and 1 teaspoon light corn syrup (if using) until fully incorporated. Let ganache cool at room temperature, stirring occasionally, until it thickens to a spreadable consistency (20–40 minutes).

Assemble layers
If cake domes rose, level them with a serrated knife. Place one cake layer on your serving plate or a cake turntable. Spread about one-third of the ganache over the top using an offset spatula, leaving a small edge to join the sides. Top with the second layer and press gently to adhere.

Frost sides and top
Pour or spread the remaining ganache over the top, using an offset spatula to push some over the edges. If ganache is still a bit runny, let it rest 5–10 minutes and then apply another thin coat to create a smooth finish. For a fully covered look, chill the cake 10 minutes then apply a final thin coat of ganache.

Make drizzle
Place 3/4 cup semisweet chocolate chips and 2 tablespoons heavy cream in a small microwavable bowl. Microwave in 15-second bursts, stirring between bursts, until smooth and pourable (or heat gently on the stovetop in a double boiler). If necessary, add a splash more cream to reach a thin drizzle consistency.

Decorate
Transfer drizzle to a small squeeze bottle or spoon and create thin lines across the top or let it drip down the sides for an extra chocolate layer. Sprinkle 1/4 cup dark chocolate shavings or cocoa nibs around the top and edges. Finish with a light pinch (about 1/4 teaspoon) of sea salt flakes to enhance flavor, if desired.
