Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Pour the boiling water over the flour mixture and stir with a wooden spoon until the dough begins to come together. Allow it to cool slightly, then knead it on a floured surface for about 5 minutes until smooth.

Rest the Dough
Cover the kneaded dough with a damp kitchen towel and let it rest for 30 minutes at room temperature.

Prepare the Scallions
While the dough is resting, finely chop the scallions and set them aside.

Roll Out the Dough
After resting, divide the dough into 4 equal pieces. Roll each piece into a thin circle on a floured surface.

Add Scallions and Oil
Sprinkle a portion of the chopped scallions over each rolled-out dough circle. Drizzle a bit of vegetable oil over the scallions.

Roll and Shape
Starting from one edge, roll the dough tightly into a log. Coil the log into a spiral shape, tucking the end under. Flatten slightly with your palm.

Cook the Pancakes
Heat a tablespoon of vegetable oil in a skillet over medium-high heat. Cook each pancake for about 2-3 minutes on each side, or until golden brown and crispy. Repeat with remaining pancakes.

Make the Hoisin Butter
In a medium bowl, combine the softened unsalted butter, hoisin sauce, sesame oil, minced garlic, and chili flakes. Mix thoroughly until well combined.

Spread the hoisin butter generously over the warm scallion pancakes before serving.
