Make the Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add boiling water, mixing with a spoon until the mixture forms a shaggy dough. Knead the dough on a floured surface for about 5-7 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a bowl, mix ground chicken, soy sauce, sesame oil, ginger, garlic, green onions, chicken broth, and cornstarch until well combined. Set aside in the refrigerator to let the flavors meld for about 15 minutes.

Assemble the Dumplings
After the dough has rested, divide it into small pieces (about 1 inch each). Roll each piece into a thin circle, about 3 inches in diameter. Place a tablespoon of the filling in the center of each circle. Carefully pleat the edges of the dough around the filling, pinching to seal completely. Repeat until all dough and filling are used.

Steam the Dumplings
Bring a pot of water to a boil and place a steamer basket over it. Line the basket with parchment paper to prevent sticking. Arrange the dumplings in the basket, making sure they don’t touch each other. Cover and steam for about 15-20 minutes until the dumplings are fully cooked and translucent.

Make the Dipping Sauce
In a small bowl, combine soy sauce, chili oil, rice vinegar, and sesame seeds. Mix well and serve alongside the soup dumplings.
