1. Prepare the mussels
Rinse the mussels under cold water, scrubbing the shells to remove any debris. Discard any mussels that are open and don't close when tapped.
2. Make the sauce
In a large pot, heat the olive oil over medium heat. Add the minced garlic and chopped shallots, sautéing until fragrant and translucent, about 3-4 minutes.
3. Add flavors
Stir in the crushed red pepper flakes, canned crushed tomatoes, white wine, salt, and black pepper. Bring to a simmer and let cook for 10 minutes to allow the flavors to meld.
4. Cook the mussels
Add the cleaned mussels to the pot, cover, and cook for about 5-7 minutes or until the mussels have opened. Discard any mussels that do not open.
5. Finish with basil
Stir in the chopped fresh basil and remove from heat. Serve immediately with crusty bread or over pasta.
