    In a large mixing bowl, whisk together the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually stir in the cold water until the batter is smooth and has a thick consistency. Let it sit for 10 minutes.

    In a large deep pot or fryer, heat the vegetable oil over medium-high heat until it reaches 180°C (350°F). To check the temperature, drop a small amount of batter into the oil; it should sizzle and rise to the surface.
