    In a large bowl, combine the all-purpose flour, baking powder, and salt.

    Add the unsalted butter (cold, cut into small pieces) to the flour mixture. Use a pastry cutter or your fingers to mix until the mixture resembles coarse crumbs.

    Pour in the milk and stir until just combined. Do not overmix.
