Wash the lemons thoroughly under running water to remove any wax or pesticides. Pat them dry with a clean towel.

Zest the Lemons
Using a vegetable peeler or a zester, carefully remove the zest from the lemons, avoiding the bitter white pith as much as possible. You should have about 1 cup of lemon zest.
Infusion

Combine Zest and Vodka
In a large glass jar or container, combine the lemon zest and vodka. Seal the jar tightly and place it in a cool, dark place. Let it infuse for at least 7 days, shaking the jar gently every couple of days.
Making the Syrup

After the infusion period, prepare a simple syrup by combining the granulated sugar and water in a saucepan over medium heat. Stir until the sugar is completely dissolved. Allow to cool to room temperature.

Once the syrup has cooled, strain the lemon zest from the vodka using a fine mesh strainer or cheesecloth. Combine the infused vodka with the cooled syrup in a clean glass bottle.

Seal the bottle tightly and store it in the freezer. Limoncello can be served chilled as a digestif.
