Marinate the Steak
In a bowl, combine olive oil, garlic powder, cumin, chili powder, salt, and black pepper to create a marinade. Rub the mixture all over the flank steak, cover, and let it marinate in the refrigerator for at least 30 minutes.

Cook the Steak
Preheat a grill or skillet over medium-high heat. Remove the steak from the marinade and discard the marinade. Grill the steak for about 5-7 minutes on each side for medium-rare, or until desired doneness is reached. Let the steak rest for 5 minutes before slicing thinly against the grain.

Prepare the Tortilla
Warm the large flour tortillas on a skillet or in the microwave for a few seconds until they are pliable.

Assemble the Burrito
On each tortilla, layer 1/2 cup of cooked rice, 1/4 cup of black beans, sliced steak, 1/4 cup of shredded cheese, a dollop of sour cream, and a handful of sliced jalapeños and chopped cilantro.

Roll the Burrito
Fold in the sides of the tortilla and then roll from the bottom up, making sure the filling is secure inside. Repeat with remaining tortillas.

Serve
Cut the burritos in half and serve with lime wedges on the side for squeezing over the top.
