    Prepare the Beef

    In a large pot, combine the beef chuck roast, guajillo chiles, onion, garlic, ground cumin, and salt. Cover with beef broth or water, and bring to a boil. Reduce heat to low and simmer for about 3 hours, or until the beef is tender and easily shredded.

    Make the Salsa

    Once the beef is cooked, remove it from the pot and let it cool. Strain the cooking liquid to remove solids and reserve for dipping. Blend the guajillo chiles with some of the reserved liquid to make a salsa. Adjust salt to taste.

    Assemble the Flautas

    Shred the cooled beef and mix it with some of the guajillo salsa. Heat the corn tortillas in a skillet until pliable. Place a portion of the beef mixture and a sprinkle of cheese in each tortilla, roll them tightly, and secure with a toothpick if needed.

    Fry the Flautas

    In a large skillet, heat the oil over medium heat. Fry the flautas until they are golden and crispy on all sides. Remove and drain on paper towels.

    Serve

    Serve the flautas hot with the reserved beef broth for dipping and additional guajillo salsa on the side.
