Prepare the Pasta
Cook the elbow macaroni in a large pot of salted boiling water according to package instructions until al dente. Drain and set aside.

Make the Cheese Sauce
In a saucepan, melt the butter over medium heat. Stir in the flour and cook for about 1 minute until bubbly. Gradually whisk in the milk, stirring constantly until the mixture thickens. Remove from heat and stir in the Fontina and Gouda cheeses until melted and smooth. Season with salt, black pepper, garlic powder, and paprika.

Combine Ingredients
In a large mixing bowl, combine the cooked macaroni, shredded brisket, cheese sauce, and half of the chopped green onions. Mix well until everything is evenly coated.

Prepare for Baking
Preheat your oven to 350°F (175°C). Transfer the macaroni mixture into a greased 9x13 inch baking dish. In a small bowl, mix the breadcrumbs with a tablespoon of melted butter and sprinkle evenly over the top of the macaroni.

Bake
Bake in the preheated oven for 25-30 minutes, or until the top is golden brown and crispy.

Remove from the oven and let it cool for a few minutes. Garnish with the remaining green onions before serving.
