Slice the Onions
Peel and slice the onions into 1/4 inch thick rings. Separate the rings and set aside.

Prepare the Batter
In a large bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth.

Coat and Fry the Onion Rings
Dip each onion ring into the batter, allowing any excess to drip off. Carefully place the rings in the hot oil, frying in batches to avoid overcrowding until golden brown, about 2-3 minutes per side. Remove and drain on paper towels.

In a medium bowl, combine mayonnaise, ketchup, Worcestershire sauce, hot sauce, garlic powder, and salt. Mix well until smooth.
