Prepare the Filling
In a mixing bowl, combine the shredded brisket, softened cream cheese, and chopped scallions. Mix until well combined and set aside.

Assemble the Rangoons
Take a wonton wrapper and place about 1 tablespoon of the brisket mixture in the center. Moisten the edges of the wrapper with water, fold it over to form a triangle, and press to seal. Repeat with remaining wrappers and filling.

Fry the Rangoons
Heat the oil in a deep frying pan over medium-high heat. Once hot, carefully add the rangoons in batches, frying until golden brown and crispy, about 3-4 minutes per side. Remove and drain on paper towels.

Serve the brisket rangoons hot with sweet and sour sauce for dipping.
