Prepare Sushi Rice
Rinse sushi rice under cold water until water runs clear. Combine rinsed rice and water in a pot, bring to a boil, then reduce heat to low, cover, and cook for 20 minutes. Remove from heat and let sit for 10 minutes, covered.

Season Rice
In a small bowl, mix rice vinegar, sugar, and salt until dissolved. Gently fold this mixture into the cooked rice. Let the rice cool to room temperature.

Form Crispy Rice Discs
Spread the cooled sushi rice into a greased baking dish to a thickness of about 1 inch. Refrigerate for at least 30 minutes to firm up. Once set, cut into discs.

Fry Crispy Rice
In a skillet, heat vegetable oil over medium heat. Add rice discs and fry until golden brown and crispy on both sides. Remove and drain on paper towels.

Assemble Sushi
Top each crispy rice disc with a spoonful of spicy tuna. Slice avocado and place on top. Drizzle with wasabi mayo and sesame ginger soy sauce. Garnish with sesame seeds and chopped green onions.
