Make the Dough
In a large bowl, whisk together the flour, sugar, baking powder, and salt. In another bowl, mix the milk, egg, and vanilla extract until well combined. Gradually add the wet ingredients to the dry ingredients, mixing until a dough forms.

Chill the Dough
Cover the dough with plastic wrap and refrigerate for at least 30 minutes to an hour.

Heat the Oil
In a deep pot, heat the vegetable oil over medium heat until it reaches 350°F (175°C).

Shape the Beignets
On a floured surface, roll out the dough to about 1/2 inch thickness. Cut out small circles using a biscuit cutter or a glass.

Fry the Beignets
Carefully drop the dough circles into the hot oil, frying them in batches until golden brown, about 2-3 minutes per side. Use a slotted spoon to remove them and place on paper towels to drain excess oil.

Dust with Sugar
While still warm, dust the beignets with powdered sugar.
