Prepare the Lamb
Preheat the oven to 400°F (200°C). In a bowl, mix olive oil, minced garlic, chopped rosemary, salt, and pepper. Rub this mixture all over the lamb sirloin. Sear the lamb in a hot skillet for 3-4 minutes on each side until browned, then transfer to the oven and roast for 15-20 minutes or until it reaches the desired doneness. Let it rest for 10 minutes before slicing.

Make the Gratin
In a saucepan, heat the heavy cream with minced garlic, salt, and pepper until just simmering. Layer the sliced potatoes in a greased baking dish, pouring the cream mixture over each layer. Top with grated Gruyère cheese. Bake at 375°F (190°C) for 45-55 minutes until the potatoes are tender and the top is golden brown.

Roast the Vegetables
Toss the chopped carrots and parsnips with olive oil, salt, and pepper. Spread them on a baking sheet and roast in the oven at 400°F (200°C) for 25-30 minutes until they are tender and caramelized.
