    Gently fold in the cornstarch, white vinegar, and vanilla extract until just combined.

    Spoon the meringue onto the prepared baking sheet, shaping it into a round disk with a slight well in the center.

    Bake in the preheated oven for 1 hour. Turn off the oven and let the meringue cool completely inside.

    In a bowl, whip the heavy cream and powdered sugar until soft peaks form.
