Prepare the batter
In a large bowl, whisk together the all-purpose flour, baking powder, salt, and black pepper. Gradually add the cold sparkling water, whisking until smooth and slightly thick.

Heat the oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Batter the cod
Dip each cod fillet into the batter, allowing excess to drip off. Carefully place the battered cod into the hot oil.

Fry the cod
Fry the cod for about 4-5 minutes on each side or until golden brown and cooked through. Remove with a slotted spoon and drain on paper towels.

Prepare the potatoes
Peel and cut the potatoes into thick fries. Rinse under cold water to remove excess starch.

Fry the fries
In the same oil used for frying the cod, carefully add the potato fries. Fry them for about 5-7 minutes or until golden brown and crispy. Remove with a slotted spoon and drain on paper towels. Season with salt to taste.
Tartar Sauce

Mix the ingredients
In a small bowl, combine the mayonnaise, finely chopped pickles, capers, lemon juice, and fresh dill. Stir until well mixed.

Serve
Chill the tartar sauce in the refrigerator until ready to serve with fish and chips.
