Prepare the Fries
Preheat the vegetable oil in a deep fryer or a large pot to 180°C (350°F).

Fry the Potatoes
Carefully add the frozen French fries to the hot oil in batches, being cautious not to overcrowd. Fry until golden brown and crispy, about 4-5 minutes.

Drain and Season
Using a slotted spoon, remove the fries from the oil and place them on paper towels to drain excess oil. Sprinkle with salt immediately while still hot.

Cook the Beef
In a large skillet over medium heat, add the ground beef. Cook until browned, breaking it apart with a spatula, about 5-7 minutes.

Combine Ingredients
Stir in the canned diced tomatoes, kidney beans, chili powder, ground cumin, salt, black pepper, and water. Bring to a simmer.

Simmer the Chili
Reduce heat to low and let the chili simmer for 20-25 minutes, stirring occasionally, until thickened.

Add Milk
Gradually whisk in the milk until the mixture is smooth and thickened, about 3-5 minutes.

Incorporate Cheese
Remove from heat and stir in the shredded cheddar cheese and salt until the cheese is fully melted and the sauce is creamy.

Assemble the Dish
On a serving plate, place a generous serving of fries, top with the chili mixture, and then drizzle with cheese sauce. Serve immediately.
