Make the Batter
In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, pepper, and paprika. Mix well until all dry ingredients are combined. Gradually whisk in the cold sparkling water until the batter is smooth and free of lumps.

Prepare the Coating
Place the panko breadcrumbs in a shallow dish. This will be used for coating the onion rings after they are dipped in the batter.

Heat the Oil
In a deep pot or fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping a small amount of batter into it; if it sizzles and rises to the top, it's ready.
