Prepare the Sushi Rice
Rinse the sushi rice under cold water until the water runs clear. Combine the rice and water in a rice cooker and cook according to the manufacturer's instructions. Once done, let it cool slightly.

Season the Rice
In a small bowl, mix the rice vinegar, sugar, and salt. Drizzle this mixture over the warm rice and gently fold to combine. Allow the rice to cool completely.

Form the Rice Cakes
Spread the cooled sushi rice in an even layer in a baking dish lined with plastic wrap. Press down firmly to create a compact layer. Refrigerate for at least 1 hour to set.

Cut and Fry the Rice
Once set, remove the rice from the baking dish and cut it into squares or rectangles. Heat sesame oil in a skillet over medium-high heat. Fry the rice pieces until golden and crispy on both sides, about 3-4 minutes per side.

Prepare the Toppings
While the rice is frying, finely chop the jalapeño and cilantro. Mix the black pepper soy sauce in a small bowl.

Assemble the Dish
Place the crispy rice on a serving platter. Top each piece with a portion of spicy tuna, spicy yellowtail, or spicy salmon. Garnish with jalapeño and cilantro. Drizzle with black pepper soy sauce before serving.
