Make the Dough
In a large bowl, combine flour, sugar, and salt. Add the egg, melted butter, and white wine or vinegar. Mix until a dough forms. Knead on a floured surface until smooth. Wrap in plastic and let rest for 30 minutes.

Prepare the Filling
In a bowl, mix the ricotta cheese, powdered sugar, and vanilla extract until smooth. Fold in chocolate chips. Refrigerate until ready to fill the shells.

Roll and Cut the Dough
Roll out the rested dough to about 1/8 inch thick. Cut into rectangles (about 4x6 inches).

Fry the Shells
Heat vegetable oil in a deep pan over medium heat. Carefully fry the dough rectangles until golden brown, about 2-3 minutes per side. Drain on paper towels and let cool.

Fill the Cannoli
Once the shells are cool, use a piping bag to fill them with the ricotta mixture. Dust with powdered sugar before serving.
