Prepare Gelatin
In a small bowl, sprinkle the gelatin powder over the water and let it sit for about 5 minutes to bloom.

Heat Cream Mixture
In a saucepan, combine heavy cream, whole milk, sugar, and the seeds from the vanilla bean (scrape the seeds out of the bean and add both seeds and pod to the mixture). Heat over medium heat until the sugar dissolves and the mixture is just about to boil.

Combine Ingredients
Remove from heat and discard the vanilla bean pod. Add the bloomed gelatin to the hot cream mixture and stir until completely dissolved.

Chill
Pour the mixture into serving glasses or molds and refrigerate for at least 4 hours, or until set.
