Remove stems and seeds
Wipe the dried árbol chiles with a dry towel. Using scissors or your hands, remove stems and shake out most seeds (leave some for heat if desired). Discard stems and any large seed clusters.

Dry toast chiles
Heat a large skillet over medium heat. Add the chiles in a single layer and toast 30–60 seconds per side, pressing gently with a spatula, until they become fragrant and slightly blistered but not burned. Toasting should be quick; burned chiles become bitter. Transfer toasted chiles to a bowl.

Lightly fry garlic and onion (optional step for deeper flavor)
In the same skillet, add 2 tbs oil and warm over medium. Add the peeled garlic cloves and quartered onion; fry, stirring, until softened and lightly golden, about 3–4 minutes. Remove and set aside. (If you prefer a fresher, brighter salsa skip frying and roast instead or use raw.)

Rehydrate chiles
Pour 1 cup just-boiled water over the toasted chiles in the bowl, pressing them down so they are submerged. Let soak 15–20 minutes until pliable and softened. Reserve 2–4 tbs of the soaking liquid.

Combine in blender
Into a blender add the rehydrated chiles (drained, but keep some seeds if you want extra heat), the fried or raw garlic and onion, the halved tomato, 1 cup of the soaking water (or less if you reserved some), 1 tbs vinegar, 1 tsp salt, and 1/4 tsp ground cumin. Secure the lid.

Pulse to desired texture
Blend on high until smooth for a silky salsa, or pulse a few times for a chunkier texture. If the mixture is too thick, add up to 1/4 cup low-sodium broth or additional soaking liquid, 1 tbs at a time, until you reach desired consistency.

Cook the blended salsa (optional for longer shelf life and deeper flavor)
Return a tablespoon of oil to the skillet and warm over medium-low. Pour the blended salsa into the skillet and simmer gently, stirring, 4–6 minutes to meld flavors and cook raw tomato/garlic brightness away. Taste and adjust seasoning.

Season to taste
Stir in 1 tbs fresh lime juice if using, and additional salt to taste (start with the 1 tsp called for and add up to another 1/2 tsp if needed). For more tang add up to 1 tbs more vinegar. If salsa is too thin, simmer a few extra minutes; if too thick, thin with reserved soaking liquid or broth.

Finish and serve
Remove from heat. Stir in chopped cilantro if using and drizzle with a tsp of extra oil for sheen. Let cool slightly before serving. Store leftovers in an airtight container in the refrigerator for up to 1 week.
