Method
Prep the beans

Wash and dry the green beans thoroughly. Trim off the stem ends and any tough strings. Pat dry with paper towels — excess moisture prevents batter from adhering.

If beans vary greatly in size, trim to similar lengths so they cook evenly (about 2–3 inches).
Make batter and set up breading station

In a medium bowl whisk together 3 tablespoons all-purpose flour, 2 tablespoons cornstarch, 1 teaspoon baking powder, 1 teaspoon kosher salt and 1 teaspoon freshly ground black pepper until uniform.

In a separate small bowl lightly beat the egg. Add the cold club soda (3 tablespoons) to the egg and whisk briefly until combined. Cold liquid helps produce a crisp batter.

Slowly pour the wet mixture into the dry ingredients and whisk just until combined. The batter should be slightly thick but still fluid enough to coat — add an extra tablespoon of club soda if too thick. Do not overmix; a few small lumps are fine.

Arrange the breading station: one shallow bowl with 1 cup flour seasoned with 1 teaspoon salt and 1/2 teaspoon pepper for dredging; another shallow bowl with 1 cup breadcrumbs or panko (optional) for extra crunch; and a plate lined with paper towels for draining the fried beans.
Heat oil

Pour about 3 cups of oil into a wide, heavy skillet or a medium Dutch oven so it reaches about 1 to 1-1/2 inches up the side. Heat over medium-high to medium heat until the oil reaches 350°F (175°C). If you don't have a thermometer, test by dropping a small bit of batter into the oil — it should sizzle and float steadily without browning immediately.

Working with small handfuls, toss 8–10 green beans in the seasoned flour to coat lightly, shaking off excess.

Dip the floured beans into the batter, letting excess batter drip back into the bowl so beans are evenly coated but not dripping heavily.

If using breadcrumbs: immediately transfer the battered beans to the breadcrumbs/panko and lightly press to adhere. If not using breadcrumbs, skip this step.

Carefully lower the coated beans into the hot oil in a single layer — do not overcrowd the pan. Fry 2–3 minutes, turning once midway, until the batter is golden brown and crisp and the beans are tender-crisp. Adjust heat as needed to maintain 325–350°F; if oil is too hot the exterior will brown before beans cook.

Use a slotted spoon or spider to transfer fried beans to the paper towel–lined plate. Sprinkle lightly with flaky salt while still hot. Repeat with remaining beans in batches, letting the oil return to temperature between batches.
Finish and serve

If desired, grate 2 tablespoons Parmesan over the hot fried green beans and gently toss to coat.
