Prepare papaya
Peel the green papaya. Using a julienne peeler or a sharp knife, shred the papaya into thin matchsticks about 2–3 inches long. Place shredded papaya in a large mixing bowl and lightly pat dry if very watery.

Add halved cherry tomatoes and cilantro leaves (if using) to the bowl and set aside while you make the dressing.

In a mortar and pestle (or use a small mixing bowl and the back of a spoon), lightly pound the garlic and chiles together until they form a rough paste. This releases oils and aroma; leave some texture.

Add the lime juice, fish sauce (or soy sauce), and grated palm sugar to the garlic-chile paste. Stir or whisk until the sugar dissolves completely. Taste and adjust: the dressing should be bright, salty, slightly sweet, and spicy. Add more lime for acidity, fish sauce for saltiness, or sugar to tame heat.

If you prefer a more emulsified dressing, whisk vigorously for 20–30 seconds; otherwise keep as-is to maintain some textured bits of garlic and chile.

Pour the dressing over the papaya mixture. Using two large spoons or tongs, toss vigorously for 30–60 seconds so the dressing coats all vegetables and slightly bruises the papaya for flavor absorption.

Fold in the chopped dried shrimp (if using) and about half of the crushed peanuts. Toss gently to incorporate.

Taste and adjust seasoning: add a splash more fish sauce or lime juice if needed.

Transfer the salad to a serving plate. Sprinkle the remaining crushed peanuts over the top for crunch. Serve immediately to retain crisp texture.
