Prepare and preheat
Preheat oven to 350°F (175°C). Grease a 9x13-inch baking pan and line the bottom with parchment paper for easier removal. Have eggs at room temperature for better volume.

Dry ingredients
Whisk together cake flour, baking powder, and salt in a bowl. Sift or pass through a fine sieve to remove lumps and to aerate the flour mixture.

Beat eggs and sugar
In a large mixing bowl, combine the 5 room-temperature eggs and 1 cup granulated sugar. Using an electric mixer on high, beat for 6–8 minutes until the mixture is pale, thick, and has tripled somewhat in volume (ribbon stage).

Add vanilla and fold
Add 2 tsp vanilla extract and beat for 10–15 seconds to incorporate. Sift about half of the dry flour mixture over the whipped eggs. Gently fold with a spatula using clean, sweeping motions to keep as much air as possible.

Make the milk mixture: In a medium bowl or measuring pitcher combine 1 cup whole milk, 1 cup evaporated milk, and 3 tablespoons sweetened condensed milk. If you prefer a slightly sweeter or deeper flavor, whisk in 1 tsp light brown sugar until dissolved. Taste and adjust sweetness — the cake should be well-sweetened but not cloying since it will be topped with whipped cream and dulce de leche.

Soak the cake: Slowly pour the milk mixture over the pierced, warm cake, starting at one corner and allowing the liquid to sink before adding more. Pour evenly until most of the mixture is absorbed — you may not need every drop. Cover the pan with plastic wrap and refrigerate for at least 4 hours, preferably overnight, to allow the cake to fully absorb the milks and develop a custardy texture.

Chill equipment: Place the mixing bowl and beaters in the refrigerator for 10–15 minutes before whipping to keep the cream cold and ensure good volume.

Whip: In the chilled bowl combine 1.5 cups cold heavy cream, 3 tbsp powdered sugar, and 1 tsp vanilla extract. Beat on medium-high speed until soft to medium peaks form. Fold in 1/2 tsp ground Mexican cinnamon gently to incorporate a warm, aromatic note. Taste and add up to 1 tbsp more powdered sugar if you prefer a sweeter topping.

Top the cake: When the soaked cake is fully chilled and set, spread the whipped cream evenly over the top with an offset spatula or spoon. Smooth or create gentle swirls for presentation.

Dulce de leche drizzle: If your dulce de leche is thick, gently warm it for 10–15 seconds in the microwave (stirring and checking every 5 seconds) until pourable but not hot. Spoon or drizzle 1/2 cup dulce de leche in lines or dollops over the whipped cream. Optionally, use the back of a spoon to create decorative swirls.

Chill and serve: Return the cake to the refrigerator for at least 30 minutes after assembling the toppings to allow flavors to marry and the dulce de leche to set slightly. Cut into 12 rectangular servings with a hot, clean knife (dip knife in hot water and wipe between cuts for clean slices). Serve cold or at cool refrigerator temperature.
