Prepare the Kibbe Dough

In a large bowl, combine the fine bulgur wheat and cold water. Let it soak for about 30 minutes until the bulgur is soft and has absorbed the water.

Once the bulgur is ready, drain any excess water. Add the ground lamb or beef, finely chopped onion, ground cinnamon, allspice, salt, black pepper, and olive oil. Mix thoroughly until the ingredients are well combined. Knead the mixture for about 5 minutes until it becomes a smooth dough.
