Panna Cotta Preparation

Bloom the Gelatin
In a small bowl, sprinkle the gelatin powder over the cold water. Let it sit for about 5-10 minutes until it becomes spongy.

Heat the Cream Mixture
In a medium saucepan, combine the heavy cream, whole milk, and granulated sugar. Heat over medium heat until the mixture is hot but not boiling, stirring occasionally to dissolve the sugar.

Incorporate Gelatin
Remove the saucepan from the heat and stir in the bloomed gelatin until fully dissolved. Add the vanilla extract and mix well.

Pour the mixture into individual serving cups or molds. Allow to cool at room temperature for about 30 minutes.

Cover the cups with plastic wrap and refrigerate for at least 4 hours, preferably overnight, until set.
