Soak bulgur

Place the fine bulgur in a large bowl. Pour 1 cup cold water over the bulgur, stir once, and cover. Let soak 15–20 minutes until the bulgur has absorbed the water and is soft but not mushy. If still dry, drain off briefly or add a tablespoon of water and rest a few minutes more.

Process bulgur into smooth dough

Drain any excess water from the bulgur. In a food processor combine the soaked bulgur, 1/2 cup finely ground raw beef or lamb (this helps the shell bind and gives flavor), semolina, 2 tablespoons flour, salt, pepper, and allspice. Pulse 1–2 minutes until the mixture becomes a smooth, slightly sticky paste. Scrape down sides and pulse again as needed. The texture should hold together when pressed but not be wet. If too dry, add up to 1/4 cup ice water, 1 tablespoon at a time. If too soft, add 1 tablespoon more semolina or flour.

Transfer the kibbeh shell dough to a bowl, cover with plastic wrap or a damp towel, and refrigerate for at least 30 minutes while you make the filling. Chilling firms the dough and makes shaping easier.

Filling (sautéed minced beef & onions)

Toast pine nuts (if using)

In a small dry skillet over medium heat, toast the pine nuts until golden, shaking the pan frequently, about 2–3 minutes. Remove from heat and set aside to cool.

Sauté onions

Heat 2 tablespoons vegetable oil and 1 tablespoon butter in a skillet over medium heat. Add the finely diced onion and a pinch of salt. Sauté until the onions are translucent and beginning to brown at the edges, about 7–10 minutes. Reduce heat if they brown too quickly.

Cook minced meat

Add 1 cup minced beef to the skillet with the onions. Break the meat up with a spatula and cook until browned and no longer pink, about 6–8 minutes. Stir occasionally to promote even browning.

Season filling

Stir in the toasted pine nuts, 1 teaspoon tomato paste (if using), 1 teaspoon salt, 1/2 teaspoon black pepper, 1/2 teaspoon allspice, and the small pinch of cinnamon. Cook together 1–2 minutes to let flavors meld and any excess moisture evaporate. Taste and adjust seasoning. Remove from heat and let the filling cool completely to room temperature (crucial so the dough does not become soggy).

Assembly & frying

Prepare workspace

Line a tray with parchment or a lightly floured board for finished kibbeh. Have a small bowl of water handy to moisten your fingers if the dough sticks. Heat neutral frying oil in a deep skillet or pot to 350°F (175°C) or medium-high — enough oil for shallow-deep frying (about 1–1.5 inches depth).

Shape kibbeh (traditional oval method)

Take a golf-ball sized portion (about 2 tablespoons) of the chilled bulgur dough. Using slightly wet hands, roll it into a ball, then press your thumb into the center while rotating to create a hollow shell with thin even walls (about 1/8 inch). Leave a thicker rim at top so it won't tear. Spoon about 1 tablespoon of the cooled meat filling into the cavity. Pinch and seal the opening, smoothing and shaping into an elongated oval or ball, ensuring there are no seams. Lightly dust with flour if needed to smooth surface. Repeat with remaining dough and filling. This should make about 18–24 kibbeh depending on size.

Alternate shaping (flat patties)

If easier, flatten each dough ball into a disc, place 1 tablespoon filling in the center, fold and seal into a round patty or half-moon, pressing edges firmly.

Fry kibbeh

Carefully add kibbeh to the hot oil in batches without overcrowding. Fry, turning occasionally, until evenly browned and crisp, about 4–6 minutes per batch. Use a slotted spoon to transfer to a tray lined with paper towels to drain excess oil.

Bake option (healthier)

Preheat oven to 400°F (200°C). Place shaped kibbeh on a lightly oiled baking sheet, brush lightly with oil, and bake 20–25 minutes until golden brown, turning once halfway through for even color.

Garnish & to serve

Arrange the kibbeh on a serving platter. Serve warm with lemon wedges, plain yogurt or labneh, and fresh mint or parsley. Squeezing lemon over the hot kibbeh brightens the flavors. Leftovers keep covered in the refrigerator for 2–3 days and can be reheated in a 350°F (175°C) oven for 8–10 minutes to crisp.
