Heat a large skillet over medium heat and add 1 tablespoon vegetable oil. When oil shimmers, add chopped onion and sauté 4–5 minutes until softened and translucent.

Add minced garlic, grated carrot, and diced green pepper to the skillet. Sauté 2–3 minutes until vegetables soften and garlic is fragrant.

Increase heat to medium-high and add the ground beef. Break it up with a spatula and cook until no longer pink, about 6–8 minutes.

Push the meat to one side of the pan and add the tomato paste to the bare side. Cook the paste 30–45 seconds to deepen flavor, then stir into the meat and vegetables.

Add soy sauce, ground cumin, ground coriander, smoked paprika, red pepper flakes, kosher salt, and black pepper. Stir to combine and cook 1–2 minutes to allow spices to bloom.

If using chopped tomato, add it now and cook 2–3 minutes until excess moisture has mostly cooked off; the filling should be moist but not watery. Taste and adjust salt/pepper as needed.

Remove from heat and stir in chopped parsley. Let the filling cool for 10–15 minutes to make it easier to handle when assembling rolls.

Pastry & Assembly

Prepare a small 'glue' by mixing 2 teaspoons all-purpose flour with 2 teaspoons water until smooth; set aside.

Lay one spring roll wrapper on a clean work surface with a corner pointing toward you (diamond orientation). If using filo, stack two sheets and keep covered with a lightly damp towel so they do not dry out.

Spoon about 2 tablespoons of cooled beef filling onto the lower third of the wrapper, slightly offset from the center. Do not overfill — you should be able to fold comfortably.

Fold the bottom corner up over the filling, then fold the left and right corners toward the center to enclose the filling (like an envelope). Roll up tightly toward the top corner. Brush the top corner edge with the flour paste and seal firmly. Repeat with remaining wrappers and filling (should make about 12 rolls).

Place assembled rolls seam-side down on a tray and refrigerate for 10–15 minutes to firm them up; this helps prevent them from opening in the fryer.

Frying & Serving

Pour 3–4 cups vegetable oil into a deep, heavy-bottomed skillet or saucepan to a depth of about 1½–2 inches. Heat the oil over medium-high until it reaches 350°F (175°C) or a small piece of wrapper sizzles and browns in about 30 seconds.

Working in batches to avoid crowding, gently lower 3–4 beef rolls into the hot oil seam-side down. Fry, turning occasionally, until golden brown and crisp on all sides, about 3–4 minutes per batch.

Use a slotted spoon to transfer fried rolls to a paper towel–lined baking sheet to drain and season immediately with a light sprinkle of salt if desired.

Keep finished rolls warm in a 200°F (95°C) oven on a rack while you fry remaining batches.

Serve warm with lemon wedges, chopped cilantro or parsley, and yogurt or chili sauce for dipping.
