Soak bulgur

Place the fine bulgur in a large bowl. Pour 1 cup of hot water over the bulgur, cover, and let it sit 10–15 minutes until the bulgur has absorbed the water and softened. If any excess water remains, drain it.

Combine bulgur and meat

Add 3/4 cup very finely minced or finely ground lean beef (or lamb) to the softened bulgur. This small amount of meat helps create a cohesive dough. Add the flour (or semolina), cumin, allspice, salt, and black pepper.

Form smooth dough

Using a food processor or by hand, process and knead the bulgur-meat mixture until it forms a smooth, cohesive paste. If using a food processor: pulse in 2–3 batches for 30–60 seconds until smooth. If the mixture is too dry and crumbly, add up to 2 tablespoons cold water, 1 tablespoon at a time, until pliable but not sticky. The final texture should hold together and be moldable.

Filling (Seasoned Minced Beef)

Sauté aromatics

Heat 2 tablespoons olive oil in a skillet over medium heat. Add the finely chopped onion and cook, stirring occasionally, until translucent and lightly golden, about 6–8 minutes.

Toast pine nuts (if using)

In a small dry pan over medium heat, toast 3 tablespoons pine nuts until golden, shaking frequently; remove and set aside. Alternatively, toast them with the onions toward the end of their cooking time.

Cook the meat

Add 1 pound ground beef (or lamb) to the onions. Break up the meat with a spoon and cook over medium-high heat until fully browned and any liquid has evaporated, about 6–8 minutes.

Season filling

Stir in the toasted pine nuts, 1/2 teaspoon allspice, 1/4 teaspoon cinnamon, 1 teaspoon salt, 1/2 teaspoon black pepper, and 2 tablespoons chopped parsley. Cook for another 1–2 minutes to meld flavors. Taste and adjust seasoning. Remove from heat and let the filling cool to room temperature before shaping (this prevents the kibbeh shell from softening).

Assembling Kibbeh

Divide the bulgur dough into 12 equal portions (for golf-ball sized kibbeh) and keep portions covered with a damp cloth to prevent drying.

Take one portion and, using wet hands, form it into an oval or ball. Press a hole in the center with your finger and gradually widen it into a hollow shell about 1/4–1/2 inch thick, leaving the bottom intact. Work quickly so the shell stays pliable. Repeat with remaining portions.

Fill each shell with about 1.5 tablespoons of the cooled meat filling. Compress the filling slightly so it stays compact.

Close each kibbeh by pinching the edges together and smoothing the seam so you have an oval or torpedo shape. If needed, lightly wet the edge to seal. Make sure there are no cracks; repair any thin spots by pinching more bulgur dough around them.

Frying & Finishing

Heat oil in a deep, heavy pot to 350°F (175°C). If you don't have a thermometer, test with a small piece of dough: it should sizzle and rise steadily without browning immediately.

Working in batches (do not overcrowd), gently lower 4–6 kibbeh into the hot oil using a slotted spoon. Fry, turning occasionally, until deep golden brown and crisp all over, about 4–6 minutes per batch depending on size. Maintain oil temperature between 325–350°F by adjusting heat.

Remove kibbeh with a slotted spoon and drain on a paper towel–lined tray. Let rest 1–2 minutes before serving.

Serve warm with lemon wedges and optional plain yogurt or tahini sauce. Kibbeh can be accompanied by a simple salad, pickles, or flatbread.
