Prepare the Pancake Batter
In a mixing bowl, combine the sinasir rice flour and salt. Gradually add water while stirring to create a smooth batter. The consistency should be similar to pancake batter, not too thick and not too runny.

Cook the Pancakes
Heat a non-stick skillet over medium heat and add 1 tablespoon of cooking oil. Pour a ladleful of the batter onto the skillet, spreading it out into a circle. Cook until bubbles form on the surface (about 2-3 minutes), then flip and cook for another 2 minutes until golden brown. Repeat with the remaining batter, adding more oil as needed.

Prepare the Black-eyed Bean Hummus
If using dried black-eyed beans, soak them overnight, then cook until tender (about 30-40 minutes). If using canned beans, rinse and drain them. In a food processor, combine the black-eyed beans, tahini, lemon juice, garlic, olive oil, cumin powder, and salt. Blend until smooth, adding water as necessary to achieve the desired consistency.

Serve the Hummus
Transfer the hummus to a serving bowl and drizzle with additional olive oil if desired. Serve alongside the sinasir rice pancakes for dipping.
