Baking the Base

    Preheat the Oven

    Preheat your oven to 350°F (175°C). Grease and flour a 9x13 inch baking pan.

    Mix Dry Ingredients

    In a large bowl, whisk together the all-purpose flour, granulated sugar, brown sugar, cocoa powder, baking powder, and salt until well combined.

    Combine Wet Ingredients

    In another bowl, beat the eggs and add the vanilla extract and milk. Mix until well combined.

    Combine Mixtures

    Gradually add the wet ingredients to the dry ingredients, stirring until just combined. Do not overmix.

    Pour the batter into the prepared baking pan and spread evenly. Bake for 25-30 minutes, or until a toothpick inserted into the center comes out clean.

Preparing the Topping

    In a small saucepan over medium heat, bring the heavy cream to a simmer, stirring occasionally.

    Once the cream is simmering, remove it from the heat and add the bittersweet chocolate chips. Let it sit for 1-2 minutes, then stir until smooth.

    Once the base has cooled slightly, pour the chocolate topping over the cake and spread evenly.

Garnishing

    Once the chocolate topping has set slightly, add dollops of whipped cream on top.

    Sprinkle chocolate shavings on top of the whipped cream for decoration.
