Prepare the Beef
Preheat your oven to 325°F (165°C). Lay the flank steak on a clean surface and gently pound it to an even thickness of about 1/2 inch.

Braised Cooking
Pour in the beef broth and red wine. Bring the liquid to a simmer, cover with a lid, and transfer to the preheated oven. Braise for about 2 hours, or until the beef is tender.

Add Flavorings
Stir in apple cider vinegar, sugar, salt, and cinnamon. Reduce the heat to low, cover, and let simmer for 30-40 minutes, stirring occasionally until the cabbage is tender and caramelized.

Shape and Cook the Dumplings
Shape the dough into 1-inch balls. In a large pot of boiling salted water, cook the dumplings until they rise to the top, about 3-4 minutes. Remove with a slotted spoon.
