Make the Pastry Dough
In a mixing bowl, combine the flour, sugar, cocoa powder, and salt. Cut in the unsalted butter until the mixture resembles coarse crumbs. Stir in the wine (or vinegar), egg yolk, and water until a dough forms. Knead the dough on a floured surface for about 5 minutes until smooth. Wrap in plastic wrap and refrigerate for at least 1 hour.

Roll Out the Dough
After chilling, roll out the dough very thin (about 1/8 inch thick). Cut into circles using a round cutter or a glass, about 4 inches in diameter.

Shape the Cannoli
Wrap each circle around a cannoli tube, sealing the edges with a little water. Repeat until all the dough is used.

Fry the Cannoli Shells
Heat oil in a deep frying pan over medium heat. Fry the cannoli shells until golden brown, about 2-3 minutes. Remove and drain on paper towels. Carefully slide off the tubes while the shells are still warm.

Prepare the Filling
In a mixing bowl, combine the ricotta cheese, powdered sugar, and vanilla extract. Mix well until smooth. Fold in the chocolate chips.

Fill the Cannoli
Once the shells are completely cooled, fill a pastry bag with the ricotta filling and pipe it into each shell from both ends.

Serve
Dust the filled cannoli with additional powdered sugar before serving. Enjoy!
