Make the Biscuit Dough
In a large bowl, combine flour, baking powder, and salt. Cut in the cold butter until the mixture resembles coarse crumbs. Stir in the milk until just combined. Do not overmix.

Prepare the Filling
In another bowl, mix together the shredded chicken, diced jalapeños, cream cheese, cheddar cheese, and black pepper until well combined.

Assemble the Biscuit
Preheat the oven to 400°F (200°C). Roll out the biscuit dough on a floured surface to about 1/2 inch thick. Cut into rounds using a biscuit cutter. Place half of the rounds on a baking sheet lined with parchment paper. Spoon the chicken filling onto each of these rounds and top with the remaining biscuit rounds. Press the edges to seal.

Bake
Bake in the preheated oven for 15-20 minutes or until the biscuits are golden brown. Let cool for a few minutes before serving.
