Prepare the Brownie Layer
In a large bowl, melt the unsalted butter. Stir in granulated sugar and brown sugar until combined. Add in eggs and vanilla extract and mix well. In a separate bowl, whisk together flour, cocoa powder, baking powder, and salt. Gradually add the dry ingredients to the wet mixture, followed by the chocolate chips. Pour the brownie batter into the prepared baking dish.

Prepare the Cookie Layer
In another bowl, cream together the brown sugar and granulated sugar with the remaining butter until light and fluffy. Mix in the egg and vanilla extract. In a separate bowl, combine flour, baking soda, and salt. Gradually add the dry mixture to the wet mixture, then fold in the chocolate chips. Spoon the cookie dough over the brownie layer in the baking dish, spreading it evenly on top.

Bake the Brookie
Bake in the preheated oven for about 25-30 minutes, or until a toothpick inserted into the center comes out with a few moist crumbs. Let cool slightly before serving.

In a mixing bowl, whip the heavy cream until soft peaks form. Add powdered sugar and vanilla extract, and continue to whip until stiff peaks form.
