Prepare the Brownie Layer
Preheat your oven to 350°F (175°C). Grease a 9x9 inch baking pan.

Make Brownie Batter
In a mixing bowl, melt the butter and then stir in granulated sugar and brown sugar until combined. Add eggs and vanilla extract, mix well. In a separate bowl, whisk together flour, cocoa powder, baking powder, and salt. Gradually add dry ingredients to the wet mixture until just combined. Fold in chocolate chips.

Prepare the Cookie Layer
In another bowl, cream together the brown sugar, granulated sugar, and butter. Beat in the egg and vanilla extract. In a separate bowl, mix together flour, baking soda, and salt. Gradually blend the dry ingredients into the wet mixture. Fold in chocolate chips.

Layer the Mixtures
Pour the brownie batter into the prepared baking pan, spreading it evenly. Top it with the cookie dough, spreading it gently over the brownie layer.

Bake in the preheated oven for 25-30 minutes, or until a toothpick inserted in the center comes out with a few moist crumbs.

Allow to cool slightly, then cut into squares. Serve warm topped with a scoop of vanilla ice cream, drizzled with chocolate sauce and caramel, and finished with whipped cream.
