Preparing the Filling

Prepare the Vegetables
Wash and julienne the carrot, cucumber, and red bell pepper. Shred the cabbage, chop the cilantro, and slice the green onions.
Assembling the Spring Rolls

Soak the Rice Paper
Fill a shallow dish with warm water. Dip one rice paper sheet in the water for about 10-15 seconds until soft and pliable.

Fill the Wrapper
Place the softened rice paper on a clean surface. Place a small amount of the filling mixture (carrot, cucumber, red bell pepper, cabbage, cilantro, and green onions) towards the bottom third of the wrapper.

Roll the Spring Roll
Fold the bottom of the wrapper over the filling, then fold in the sides and roll it tightly from the bottom to the top. Repeat with remaining wrappers and filling.
Making the Dipping Sauce

Mix the Sauce Ingredients
In a small bowl, whisk together soy sauce, peanut butter, rice vinegar, honey, sesame oil, and water until smooth.
Serving

Serve the Spring Rolls
Arrange the spring rolls on a plate and serve with the dipping sauce on the side.
