Prepare the Noodles
Bring a pot of salted water to a boil. Add the chow mein noodles and cook according to package instructions until al dente. Drain and rinse with cold water. Set aside.

Marinate the Beef
Slice the beef flank steak thinly against the grain. In a bowl, combine the soy sauce, cornstarch, sesame oil, and minced garlic. Add the sliced beef and mix well. Allow it to marinate for at least 15 minutes.

Stir-fry the Beef
Heat a large wok or skillet over high heat. Add a tablespoon of oil. Once hot, add the marinated beef and stir-fry for about 3-4 minutes until browned. Remove the beef and set aside.

Cook the Vegetables
In the same wok, add another tablespoon of oil if needed. Add the bell pepper, carrot, snow peas, and green onions. Stir-fry for about 2-3 minutes until they are tender yet crisp.

Combine Everything
Add the cooked chow mein noodles to the vegetables in the wok. Pour in the sauce made with soy sauce, oyster sauce, sugar, chicken broth, and sesame oil. Toss everything together until well combined, about 2 minutes.

Return the stir-fried beef to the wok and mix well with the noodles and vegetables. Cook for an additional 1-2 minutes to heat through.

Sprinkle sesame seeds and chopped cilantro over the beef chow mein before serving. Serve hot on plates or in bowls.
