Prepare Sauce Base

Heat a medium saucepan over medium heat. Add 2 tablespoons olive oil. When shimmering, add the minced garlic and sauté 30–45 seconds until fragrant but not browned.

Stir in 1 tablespoon tomato paste and cook 30 seconds to caramelize slightly. Add the crushed tomatoes, 1 teaspoon dried oregano, 1 teaspoon dried basil, 1 teaspoon sugar (if using), 3 teaspoons salt, and 1 teaspoon black pepper. Stir to combine.

Bring to a gentle simmer, reduce heat to low, and simmer uncovered 20–25 minutes, stirring occasionally. If sauce becomes too thick, add up to 1/4 cup water at a time to reach desired consistency. Taste and adjust salt or sugar as needed.

About 5 minutes before finishing, tear in the fresh basil leaves (if using) and stir. Remove from heat and keep warm while you fry the mozzarella.

Prepare Cheese

Pat the mozzarella dry with paper towels. Cut the mozzarella into 3/4–1-inch thick slices or into 1-inch wide sticks, depending on preference. Aim for uniform pieces so they cook evenly. Place on a tray and chill in the refrigerator 20–30 minutes to firm up — this helps prevent excessive melting during frying.

Set Up Breading Station

Place 1 cup flour in a shallow bowl. In a second shallow bowl, whisk together the 3 eggs and 2 tablespoons cold water until smooth. In a third shallow bowl, combine 2 cups breadcrumbs, 1 tablespoon grated Parmesan, 1 teaspoon dried Italian seasoning, 1 teaspoon salt, and 1 teaspoon black pepper.

Dredge Cheese

Working with chilled mozzarella, lightly dredge each piece in the flour, shaking off excess. Dip into the beaten eggs, letting excess drip away, then press firmly into the breadcrumb mixture so pieces are well coated. For extra protection against leakage, repeat the egg and breadcrumb step for a double coating. Place breaded pieces on a tray and chill 10–15 minutes to set the coating.

Heat Oil

Pour about 3–4 cups vegetable oil into a deep skillet or heavy pot to a depth of about 1.5 inches (enough for shallow-frying) and heat over medium-high to 350°F (175°C). If you don't have a thermometer, test by dropping a breadcrumb — it should sizzle and brown slowly without burning in 30–45 seconds.

Fry Mozzarella

Work in small batches (3–5 pieces depending on pan size) so oil temperature stays around 325–350°F. Carefully add breaded mozzarella and fry 1–1.5 minutes per side until golden brown and crisp. Use tongs or a slotted spoon to turn. Do not overcrowd. If oil temperature drops, raise heat slightly; if browning too fast, reduce heat.

Remove fritters to a wire rack set over a sheet tray or paper towels to drain. Keep warm in a low oven (200°F / 95°C) while finishing remaining batches.

Optional Extra Crisping

For an extra-crispy exterior that helps contain the melting cheese, after the first fry you can let pieces rest 5 minutes and return them to oil for a 20–30 second second fry until very golden.

Serve immediately with warm marinara sauce. Spoon sauce into a small bowl or spread a thin layer on a platter, arrange fried mozzarella on top, and garnish with chopped parsley and grated Parmesan. Serve lemon wedges on the side if desired.
