Prepare the Gelatin
In a small bowl, sprinkle the gelatin powder over the cold water and let it bloom for about 5 minutes.

Heat the Cream Mixture
In a saucepan, combine heavy cream, whole milk, and granulated sugar. Heat over medium heat until the mixture is hot, but not boiling. Stir occasionally to dissolve the sugar.

Add Vanilla and Gelatin
Remove the saucepan from heat and stir in the vanilla extract. Add the bloomed gelatin to the hot cream mixture and stir until fully dissolved.

Pour into Molds
Pour the mixture into individual serving cups or molds. Let cool to room temperature, then cover and refrigerate for at least 4 hours or until set.

Serve
Once set, top the panna cotta with seasonal berries before serving.
