Prepare Gelatin
In a small bowl, sprinkle the gelatin powder over 2 tablespoons of cold water and let it bloom for about 5 minutes.

Heat Cream Mixture
In a saucepan over medium heat, combine the heavy cream, whole milk, sugar, cocoa powder, and salt. Stir until the mixture is hot but not boiling.

Add Chocolate
Remove the saucepan from heat and add the chopped dark chocolate. Stir until melted and smooth.

Incorporate Gelatin
Stir in the bloomed gelatin and vanilla extract until fully dissolved.

Pour and Chill
Pour the mixture into individual serving cups or molds. Refrigerate for at least 4 hours, or until set.

Serve
Once set, serve the panna cotta chilled. Optionally, top with whipped cream or chocolate shavings.
