Add the Tomatoes
Stir in the San Marzano tomatoes, breaking them up with a spoon. Cook for about 5 minutes, allowing the flavors to meld.

Incorporate the Broth
Pour in the vegetable broth and bring the mixture to a simmer. Add the dried basil, dried oregano, salt, black pepper, and sugar. Simmer for 20 minutes, stirring occasionally.
Blending and Finishing

Blend the Soup
Using an immersion blender, carefully blend the soup until smooth. If using a regular blender, allow the soup to cool slightly before blending in batches.

Add the Cream
Return the blended soup to the pot and stir in the heavy cream. Heat gently over low heat until warmed through, about 5 minutes.

Serve and Garnish
Ladle the bisque into bowls and garnish with fresh basil leaves. Serve hot.
