    Prepare the Jalapeño Broth

    Char the jalapeño over an open flame or grill until the skin is blistered and blackened. Remove from heat, let cool, and then chop finely. Combine the chopped jalapeño with 1 cup of water and bring to a simmer in a small saucepan. Allow to simmer for 10 minutes, then strain the broth and set aside.

    Prepare the Ceviche

    In a glass bowl, combine the fluke fillets, lime juice, diced red onion, chopped tomato, and chopped cilantro. Season with salt and black pepper. Mix gently and cover. Refrigerate for at least 30 minutes to allow the fish to 'cook' in the lime juice.

    Serve

    Spoon the ceviche mixture into serving bowls. Drizzle with the charred jalapeño broth. Serve immediately with tortilla chips on the side.
