Start by removing the prime rib roast from the refrigerator and let it sit at room temperature for about 1 hour. This allows the meat to cook evenly.

In a small bowl, combine minced garlic, chopped fresh rosemary, salt, black pepper, and olive oil. Mix well to form a paste.
