Soak the natural hog casings in cold water for at least 30 minutes. Rinse thoroughly and keep in fresh water until ready to use.

In a large bowl, combine the pork shoulder and pork fatback. Cut the meat into small pieces to make it easier to grind.

In a separate bowl, mix together the salt, black pepper, crushed red pepper flakes, fennel seeds, minced garlic, sugar, and cure #2. Add the dry mixture to the meat mixture.
